This clinic is for Grade 6 and Grade 5 referees. You must complete the test and once all requirements are met, you will be provided with a link to register with US Soccer.

In Memory of Rolly Magallanes

We are sad to inform you of the sudden and unexpected passing of Rolly Magallanes on October 25, 2018.   What was supposed to be an exciting playoff game between Wootton High School and Richard Montgomery High School turned tragic as Rolly suffered cardiac arrest doing what he loved most.  As a community, we’ve lost a dedicated referee, trainer, coach, and soccer enthusiast.  Rolly coached  countless children in our soccer community and ref’d in Montgomery County for sixteen years.  Rolly’s love of soccer and coaching was evident as soon as you spoke to him.  He was a consummate professional, always encouraging and pushing his athletes to reach their highest potential.  He was one of a kind and will be missed by the many people he inspired both on and off the field.

Rolly was the Head Coach of the Maryland State U12 Boys ODP.  He served as an assistant coach for the Maryland State U12 Boys ODP for two years and participated as a Maryland State ODP Player Assessor for 8 years. Rolly was involved with soccer as a player himself, coaching club teams, high school and at the collegiate level for 25 years.  He was a USSF soccer trained official for the past 16 years and Vice President of Metropolitan Washington Soccer Referee Association.

We are reaching out to all good hearted fellow friends for extending financial support to his family in this time of sorrow. Please do not hesitate to contribute to this fund and feel free to share it with your friends and family. We thank you a lot for your kindness and support.

New Uniforms Mandatory January 1, 2019

US Soccer has mandated that all referees switch to the new uniform standards. These uniforms have been available for some time and referees have been urged to make the switch over the past couple years. As of January 1, 2019, the new style will be the only acceptable option.

Clarification of Heading Policy for All MD Referees

As you know, over the past months, US Soccer has sent out a number of messages concerning the issue of heading the ball by players in the U-11 age group and younger.  Here is the latest statement to come out of US Soccer:

“As part of U.S. Soccer’s Player Safety Campaign, players 10 years old and younger are prohibited from heading the ball in practice and in games. To this end, when a player deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense. If the deliberate header occurs in the goal area, the indirect free kick should be taken on the goal area line at the point nearest to where the infringement occurred.”

Maryland State Youth Soccer Association (MSYSA) and the Virginia Youth Soccer Association (VYSA) have taken a position that aligns with the U.S. Soccer Player Safety Campaign.

The Maryland State Referee Committee fully supports this decision. The Committee has established the following criteria that must be adhered to by all Maryland Referees when they are officiating USSF sanctioned matches as well as all sanctioned tournaments. These amended rules will be enforced in both Maryland and Virginia, thereby eliminating the possibility of confusion across state lines. These changes are effective immediately!
